La orientación de la política social en el ciclo de recuperación "posneoliberal" en Uruguay (2005-2015) / The guidelines of the social policy in the "cycle of post-liberal recovery" in Uruguay (2005-2015)

Resumen: El texto analiza la orientación general de la política social en el denominado "ciclo de recuperación posneoliberal", centrándose en el análisis de la experiencia uruguaya. Luego de delinear genéricamente y sin pretensiones de exhaustividad los principales rasgos de la política social en campos particulares, se analizan los efectos más de las reformas iniciadas en el período, advirtiendo sobre el carácter provisorio de cualquier afirmación acerca de procesos aún en curso.

Abstract: This article analyzes the general guidelines of the social policies in the so called "cycle of post-liberal recovery", centering in the analysis of the Uruguayan experience. After a general and non-comprehensive description of the main features of the social policy in particular fields, more effects of the reforms started in that period were analyzed, but the temporary character of any information about the processes still in progress must be taken into consideration.

La reconfiguración del campo asistencial: el caso del plan de equidad de Uruguay / The new configuration of the assistance field: the Uruguayan equity plan

La reciente y creciente consolidación de los Programas de Transferencia de Renta Condicionada (PTRC) como principal instrumento de combate a la pobreza en América Latina es el puntapié de estas reflexiones. Su puesta en práctica supone la reconfiguración del campo asistencial inaugurando o reeditando dispositivos tecnológicos e institucionales que son parte de la nueva ingeniería política de la protección social. El análisis se centró en el estudio de un caso: el Plan de Equidad - Nuevo régimen de asignaciones familiares.

The recent and increasing consolidation of the Programs for Conditioned Income Transfer (Programas de Transferencia de Renta Condicionada - PTRC) as the main instrument to fight poverty in Latin America is the starting point of the following thinking. Their implementation implies a restructuring of assistance policies, launching or modifying technical and institutional devices that are part of the new political engineering of social protection. The analysis focused on a case study: the Equity Plan - a new system of family allocations.

La reconfiguración punitiva del tratamiento social de la pobreza en el Uruguay actual / The punitive reconfiguration the social treatment of poverty in the current Uruguay

Se analizan recientes iniciativas de tratamiento social la pobreza en Uruguay con el objetivo de demostrar que representan un avance de la lógica punitiva sobre el comportamiento de los pobres. Los dispositivos seleccionados son: las asignaciones familiares del Plan de Equidad - principal programa de transferencias de renta condicionadas -, el Plan de las 7 zonas - que articula programas asistenciales con medidas de seguridad- y la recientemente aprobada Ley de Faltas - que reedita, en algunos de sus contenidos, las leyes de pobres inglesas. El trabajo se propone analizar los aspectos que constituyen el denominador común de estas iniciativas aparentemente diversas.

It discusses the recent initiatives of social treatment of poverty in Uruguay with the aim to demonstrate the advance the punitive logic about behavior of the poor. The initiatives selected are: family allowances the Equity Plan main program conditioned income transfer, the Plan of the 7 areas-that articulates security and assistance programs, and the recently approved Law on Misdemeanors, reissued, in some of its contents, the English Poor Laws.The paper analyzes the aspects that constitute the common denominator among those seemingly diverse initiatives.
